The moon affects both the solid earth and water. The whole earth bulges tidally, water only moves more because it is fluid and earth moves less because it is a solid. You, me, all of humanity is so small compared to the earth and moon system that any effect that the moons gravity might have on us is infinitesimally small. Light has been known to affect human depression and mania. I know for myself that a full moon on a cloudless night keeps me away. I am very light sensitive. If the moon has any affect on people it would be its light interrupting the sleep patters of people, not because of the gravity. After all if the gravity had any effect, then the same exact sort of conditions should be happening at the new moon.
