most guns will 'fire' underwater, its really more about how well sealed the ammo is. Some won't strike the pin hard enough, because of the extra resistance. The problem is that the bullets have way to much friction in the water, and tend to fragment at or near the muzzle. Another problem is pushing the water out of the barrel sometimes causing over-pressure issues.
