They are not proposing anything, you are perceiving the message in a way not necessarily meant.

It is not referring to civil war of the nation. But civil war of the senate, one side vs the other.

I can understand the shock value and the hits that drudge is going for. But like in other "shock value" terms in politics this is nothing to read into to far. Its the same as "X county is in the cross-hares" or "Y district is under fire". does anyone ever think that "y district" is actually under fire, or that "X county" is actually in someones cross-hares. Is buzz words.
