makes me think there's a way to measure this "capacity" so to speak.

The answer to every question is "yes and no". so the question is, does the cycle repeat infinitely for us? Or just consciousness that is needed to be here until it is done? If the latter then how rare is it for us to move up the chain? Well let's try explaining it in terms of a roleplay. If you were god, all alone, and you were going to exist for all eternity, then you might think up the perfect, divine movie - a comedic tragedy, to watch over and over and over again to pass the time (eternity). But since you want to watch it over and over, you have to forget the plot when you start over again :) Do you forget and repeat with us? If so then how do you remember or know about this?
