Do the billions of sperm inside a man's package have souls?

Maybe on an elemental level since they live, like robots. I beleive that only with fertilisation comes a soul into the female, the sperms are like happy little nanobots without too much feelings, but they live of course. lol

No. Sperm is not a person, it needs a woman egg to become a person and thus, have a soul. Don't be this selfish to think you need nobody. To make a person, requires a man and a woman, a sperm and an egg.

Not religious at all, but I believe people have souls, or energy if you prefer.

Where do you believe the soul lives? In the brain? The heart? Blood? Since sperm have none of those, I'd say they don't have souls. They are small forms of energy though, so its tricky. Does the egg have a soul? I think only when you combine the two and create a lifeform does a soul (focused energy) inhabit it.
