I only lived there a year but I felt very safe there...the public transit and all that was very easy to navigate and at the most I'd only get hassled to "practice english" by drunks on the subways...

I don't think it has anything to do with the guns/no guns thing...the PEOPLE in general have a more peaceful way about them.

They really don't need to, their conventional weaponry can wipe out Seoul in a heartbeat. Hence the reason for the move of the Yongsan army garrison further south. and yes, it should be "farther" but I like further better.
