I doubt he has the button under his finger, same as me, mind you if it was me it would have already been pushed. Just makes getting permits for a few spots for tourists that much more difficult. Make it a pallet of money instead (usable money in the global community) Perhaps some trade for some work done by heavy machines that solves the problem with producing enough greens for locals and tourists.
