Cell towers and HDTV's do the job just fine. The towers cover large area's and for politics, news ect. They can alter frequency output via sound. This technology has been around since the cold war. Or at least as far as I know. The refresh rates are so high to that someone can be subjected to a word, sentence, or image at almost an un calculable rate. match that with a frequency that effects the appropriate emotion and you pretty much don't need to say things directly into someone's head they will do it on there own. But i'm sure if you needed a specific message or it was a mission type deal they could easily do what you say.

Planting a seed has a far more greater effect then a direct message.

targeting individuals is a term coined "electronic stalking" and no i dont think massive electronic structure are out there for this, i do believe you need an on hand team fairly close as it looks to be that audio influence needs to be in close proximinty with an easy line of sight..but yes this tech is there, the un actually has bans on these weapons since 1975, however the same gangsters who use them run around in their halls so cant expect much from them...also banned weather warfare tech in 1978...however that seems to be out the window as it looks like we are in a full blown wether war and have been since the early 2000's...in my opinion theres your 2012, a cover story to explain the odd weather occurances

They are not aloud to just talk about what ever they want that "is true" but they can spin off the truths. Jesse Ventura has a good show I enjoy watching it, but you must keep in mind that there is someone higher then him with an agenda and cash to make it happen. There are shows and most likely many that never got filmed because they where to revealing.
