That's what this looks like to me. Start with some relatively mild looking EOs, put up a bill, when it fails and another incident happens, put the foot down and ram the rest through even if by EO. It may not start in an outright ban, it'll probably be more along the lines of registration and taxation of gun ownership, and the government gets to confiscate the "dangerous assault weapons" when you die.
