In this way, the maximum number of people (regardless of the country) can be controlled in whatever way is deemed fit with the minimum expenditure of resources. The secondary targets will be selected by other citizens. The more reported violations for bounty/reward, the more enforcement is focused on that area. Pacification will take place swiftly, control communications, travel, and goods. There is no escape for malcontents. So...
