Is this an opinion? I see no history to back it up, Russia was not a perceived threat until after WW2 and the atomic weaponry race. Pre WW2 Russia was a peasant country with an economy devastated by internal political wrangling, it had just purged its senior military, and had lost a war with Poland! Not a threat at all!
