Let's just say it's on or before June of 2014. If I was the Russians I would want to be friends with the potential winner of a possible conflict. Diplomacy is a strange business. Putin could have said..."we will deliver the launchers by June of 2014 as promised, however we will not deliver the missiles until the training is completed somewhere around the end of 2014, will that give you enough time to complete your mission? Now, there is some technology you are working on...we would like to initiate a symbiotic relationship between our countries to further the technology. What say you?"
