Mr. HOYER (for himself, Mr. BERMAN, Mr. SENSENBRENNER, Mr. SABO, and Mr. PALLONE) introduced the following joint resolution; which was referred to the Committee on the Judiciary

JOINT RESOLUTION
Proposing an amendment to the Constitution of the United States to repeal the 22nd amendment to the Constitution.


Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:

`The twenty-second article of amendment to the Constitution of the United States is repealed.'.

Text of the 22nd Amendment:

Amendment XXII

Section 1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this article shall not apply to any person holding the office of President when this article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this article becomes operative from holding the office of President or acting as President during the remainder of such term.


Section 2. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission to the states by the Congress.

Technically speaking Congress could do that too, and then the States would have to ratify it, upon which it would be the law of the land. Then those swearing to uphold the Constitution would also be swearing to uphold the dictator. Unless that dictator were to allow Congress and the People to repeal that dictorial amendment.. .which is not likely.

This is the primary reason that the people have an extreme responsibility to be vigiliant and keep an eye on Congress and remove from the office as members of the State any US Congressman that are a major threat to the Republic.

HJ 24 if passed by the House and the Senate then becomes a potential 28th Amendment repealling the 22nd Amendment. As such it would be sent to the States for ratificatoin or refusal. If ratified by the States it would then make the amendment to the Constitution and president Bush (or what ever president is in office at the time if is ratified) would be able to serve as many terms in office as he could get elected to.

With a "fixed" or rigged election system a person then could become president for life, hence, a dictatorship is very very likely to become established.

For one, I wouldn't bet my money on those two assertions. If the election voting polls are all electronic, all it would take is for a corrupt Senate to pass it. History tells us this is not the first time such a stunt has been pulled of in a democractic republic.

To legalize prostituion (as voluntary) would not take an amendment to the Constitution it would only take a State or Federal Statue change... although, such a change could and most likely would find its Constitutionally legality challanged.

Given the amount of time it usually takes a Constitutional Amendment to get pass Congress and ratified, this would seem to be being setup not for the Bush presidency, but for the next president.

However the whole process could only take a couple of weeks if the "fix" were in and the palms greased and the State voting machines preprogrammed (pre-fixed).
