Although I have never had the opportunity to sample it, I would suspect that ANYTHING which is purported to "come from the Government" would be low-grade schwag. I mean, name one thing which the Government controls or is involved in which could be considered a success? So, why would they suddenly be successful when it came to providing a superior strain if they can't even run the Post Office or the State Department competently?
