I am trying to find out if this is the same Bill that has been introduced for the Conceal to Carry in Missouri Schools for Teachers that has been proposed.

We did that in Wyoming a few years ago. You could still buy lower recievers without registering them. It was really easy to buy pieces and build your own gun. Now, you would have to buy a lower reciever blank and have it formed on a sheet metal brake to build an unregistered gun. We have a few manufacturers in Wyoming, so we can still buy guns unregistered, but the hot ticket is to build your own. As long as the reciever is the SNed part, you still end up with a registered gun unless you have a sheet metal brake.

Gun control laws are written in the "Interstate Commerce Clause" and therefore do not apply to guns that do not cross state lines. Gun grabbers know this, and they are not happy. Technically, they can't control guns in Commerce Clause anyway, but they have for so long, I guess it's grandfathered in.

Thats actually the case in most states. As long as you build, machine, or whatever to make the receiver you are good to go. Atf even has a letter stating such.

If they come out with a gun ban are they able to confiscate the machined weapon.

If you have bought guns with a paper trail and possess both, possibly. They wont know you have it, but they might find it if they come for the others.
