Armed people have no place in a family restaurant. The detectives weren't on business and didn't need to shoot a waitress after all. The manager acted to remove a threat (armed people are clearly more dangerous than unarmed ones) and the general manager moved to fix it. In all this seems to be a none story. The police don't need to have special privileges when off duty.
