becuase this is problem-reaction-solution stuff...
the problem: they insist on gun control
reaction: americans not willing to give up guns without a fight
solution: okay, we'll just mandate chips on all of them...and maybe some genetics testing and mandatory psychological screening on the side to benefit PHarmaceutical companies...(and the genetics industry)....
