Costa Rica is a better choice. If you are able to live in a community and function with other people you will be better off.

Costa Rica I hear has been a long time favorite of Western expats. So much so, that real estate prices have skyrocketed, and the .gov has found many creative ways to relieve expats of their money. The cost of living there now is rather high. But there is a huge expat community there for people that don't want to get away from the types of people they deal with at home. Their disbanding of their military came at the price of American military protection and meddling in their affairs. They readily roll over and play submissive whenever Uncle Sam demands it. Costa Rica hasn't been a "favorite" for at least ten years or more. It was a "favorite" in the seventies and eighties.
