Not sure about the "Who", but I think the "Why" can bring us closer to the answer. All my experience says that the main goal is trigger the energy of our negative emotions. Those on the very top need it for survival - or at least they think so. They are not human. Right underneath is the "executive branch" - the Jesuits. All others are pawns.
My guess is blaming the "Illuminati" is part of the deception, they were originally the "good guys" fighting the darkness, but they were infiltrated and/or discredited, demonized.

All this may sound very saddening (it did for me, I was in denial for long years) but on the good news is: as soon as people will realize this, they will start to work on control their negative emotions, and finally stop give in to suffering. They will also realize, the only way we humans are strong enough against this is to interconnect with each other.

A lot of what we take to be "NWO" and "Illuminati" is actually the counter force. For instance, Hollywood, the music industry...on the surface these are just entertainment and perhaps are seen as evil, but they actually are similar to a spiritual paramilitary force that opposes the Oppressors (the Queen, the Pope, certain American leaders who all want more and mower power in the world).

We all know of the Pentagon...well, there is an opposite Pentagon, as well as a third force, of the diamond. Some think that the ones in positions of power answer to a shadow government...but the actual shadow government (which is the opposite Pentagon...as well as the diamond, which is the more spiritual and straightforward aspect) opposes the corruption of the overt government, and is made up of many many people...basically everyone involved is "the hidden leader". There is not one, and the hidden leader is not bad...they actually strive for the best for all. Everyone who is part of this knows that they are.
