Well, she hung there with the suicidal gunman. She did a good enough job to save the day until the deputies arrived and took him down. Looks like he was doing a suicide by cop deal and waiting for the cops to come and kill him. Yes, she should have shot him one of the times he looked away, but may not have had a lot of training. Once she pulled the trigger he is going to start shooting also unless she hits him just right.
This video is a good example of how long it takes for the police to arrive and take out the threat.
