This is on top of them changing the scale back in 2011. Which lowered the magnitude of every single quake from the get go.

Yes!!! I've seen USGS raise the magnitude of an earthquake. I forget which one, though, but it has happened and it was definitely other than the scale change you mentioned. It's rare, but they have.
