I'm always looking for a precursor to implenting martial law. If the grid goes down, violence will occur in high population centers, uncontrollable by police forces. Martial law may have to be imposed to control the population.

During times of martial law, any and all rights are stripped from you in order to maintain "national security".

It's more genius than crazy. TPTB are not stupid, just disliked. If not for using a natural occurence like a flare, or EQ, they would have to fabricate a story big enough to implent martial law, which is by no means an easy task. Just look how bad they messed up Sandy Hook.
