The police and even the military will still be using them, our military uses JHP against terrorist’s overseas still. But the general manufacturing of them will not be legal if there is a “chance” at all that they will be exported and involved in any conflict. That means “theoretical chance” there by limiting manufacturing to a very few select company’s. This come down to they will have to tag every bullet with a serial number. Every new gun would also be required to micro stamp also. Cali already passed the legislation but it is on hold. They tried to make it federal law in 2008, it failed to pass.


This is the thing with the ICC, if we ratify it, manufacturers would be in trouble for any weapons or ammunition involved in any conflict anywhere in the world. Giving the ICC the right to prosecute private arms manufactures if their products show up in conflicts internal or international, making it not worth it to produce the products.

Example; If I make a hollow point bullet and it is used in even a civil war in a third world country ,I would be responsible as the manufacturer for losing control of the said product and prosecuted for supplying the product.
