-no ferry should accept more than 10 passengers

-Oars only, one per passenger

-each ferry passenger must register themselves with the government

-each passenger must pay a $200 dollar fee per use

-a mandatory safety course for every potential passenger

-no passengers relatives may be "grandfathered in"

-all captains and passengers must pass a mental evalution before using a ferry

-establishment of FERRY FREE ZONES should be instituted
