At a mass shooting scene there should be an AMBULANCE PARADE.
The only problem with staging one is that every ambulance has a run sheet that can be verified. Local ambulance services are manned by EMS and would make terrible witnesses for the planned Media Circus version of Reality.
Thus, just didn't do the ambulances
