Making it an "Emergency" will give them the power to force shots on everyone. They are WAY too eager to get this shot into people;s bodies, they will do anything to get you to take the "flu" shot.
Personally I think there is something in the shot to make people more easily controllable or docile. They push the flu shot way too hard for it not to be something else going on.

Something along the lines of there is an area in the human brain assoc. with religious tendencies was able to be "bypassed" they had to attatch it to a virus in order for it to work. The flu was mentioned.
