That's the way some people think. They think if a law is passed or a rule made everyone will obey it hence it will make everyone safer. What they fail to understand is that only a person that doesn't want to break the rules will actually obey.

Unfortunately, when this type of person see's that whatever perceived danger they were trying to make safer doesn't get any safer or they are given skewed/biased information saying that something is more dangerous now, they don't think "well obviously what we're doing isn't working, lets try something different," instead they think we need more rules/laws then people will obey them! All the while, trying to take focus off what is actually causing the danger.
