Talk to your parents, if that doesn't work, go to the school counselor. They can recommend that he be placed for a time in a facility to help him get on medication. Perhaps he is really really unbalanced right now. The school counselor can be a good avocate who will make sure he gets help Now. Don't wait, that is a definate sign of psychotic behavior without remorse. If you read up on all serial killers it starts with animals, then on to people, when he no longer experiences "pleasure" with his mutilation of animals. Again, if you do not do anything now, it will be on your hands, because you are the only one that is willing to step up and do something about it. It should be your parents responsibility, but if they don't take it seriously, you have to. He may have hope of coming out of this ok, but if you don't do anything, something bad will happen.
