how is it even possible for state law to trump fed law? how come the feds have been busting dispensaries in states where medical marijuana is legal? i don't get it... can someone explain this?

States can make laws that make the enforcement of Federal laws impossible... ...by enforcement agents of the state, but federal enforcement officers can still enforce federal law within the state.
