I used to work years ago at all kinds of federal facilities. Was assigned to a FEMA location briefly and used to hang out with a long time FEMA employee there. He had been everywhere with that organization and had great stories. He told me back then that everything was tracked to an extent including people because they are considered a resource. Maybe back then it was just people with needed skills,can't remember. Makes sense that they would want to know what resources they have in case of national emergency and might not mean anything nefarious. That was almost 20 years ago so this sort of thing isn't new.
