there has NOT been access to that load.
It is for the truckers protection as much as the shippers.
If Law Enforcement feels there is sufficient cause to
break your seal and search your load, which is rare,
they have to reseal the load with THEIR seal, which they
carry.
And as far as it being a flatbed, or a stake body, the
caller said he opened the doors (box trailer).

Yes most companies want you to seal the load however not all companies do. It just depends on the shipping company.
Rigs are prone to inspections where they actually make you open the doors in border states to insure you aren't a mule i.e. Texas.
