sugar science fiction story
can any one help me find a short story where the main character's name is sugar?

the story starts as sugar as an infant in a distant future. he is destined to become a maker of music from birth. he is sent to a house to live alone. no one can come see him and no one can talk to him. he is given an instrument that can make any tone imaginable. and thats what he does he plays all day. eventually some one sneeks into his solitude and plays some mosart for him or something. then his music starts to sound like a harpsichord. the police at the time banish him from playing music. as the story goes on sugar gets a job as a constuction worker and starts to sing. eventually the police find him and cut his vocal cords with a futuristic surgical tool. the story goes on and sugar finds a piano, and he plays it. eventually the police find him and cut off his fingers. the story ends with sugar still being able to listen and stumbling upon some person, not a maker of music, playing one of the songs he wrote.

can any one help me find this? i read it in high school and i still think of it. it was 1996.

If you can't spell Mozart right then sugar is probably also wrong and any random part of your story.
