The darker hand holding the finger represents our current president's gun control as it takes a trigger to fire. The lighter darker hand is china or some foreign entity taking the guns away

or maybe it's just saying "First forced restrictions(Boot on the arm), then all out control(darker brown hand, then the forced taking away of weapons(lighter dark hand"

OR! and this just hit me ,The guy in the holding the gun is being set up to justify gun control

The blood at the lower right corner has a specific unnatural shape which reminds me of the District of Columbia.

There's a bloodless spot inside of it. Point of interest (?).

I saw another picture of the gun control card on the internet earlier and it had more area for the art, so to speak.

The blood patch in the bottom right was in the shape of a pyramid with a hole of ground in the top of the pyramid, like the all-seeing eye.

Another weird dot connector, "Bush" "Master". Both Bush's think they're the Master of the U.S., but who had higher authority before becoming U.S. President? Hint C I A
