If you cash a federal check, such as from the FTC, who's property does the check become after cashed?

The check is originally property of the federal system. The check virtually holds the monetary amount (fraudulent or not) and those funds are then released into another system (whoever cashes said check) hence making that paper worthless but remains their property as a "bill of goods."
