Anyone who would make fun of a kid with scars from a heart condition deserves to be hit. And getting surgery to change your body to prevent bullying doesn't sound like a good idea, might make it worse actually since she would probably be known as that girl that had to get a boob reduction. Just have her wear bigger shirts.
