The internet is essentially a set of Servers, PCs and routers connected by a communications protocol known as TCP IP whe re TCP = Terminal Control Program and IP = Internet protocol.
It is not impossible to create an 'alternative' internet as a 'hidden' layer within the current internet. Sort of an internet within an internet.
It would not be particularly fast, but it would be fairly easy to re-hash open source software to create it.
If it were also to encapsulate, simple PKI based encryption it would make censorship difficult as well.
All it needs is a few pioneers and some funding.
