I'll preface this by saying I'm not an Obama supporter at all, he's definitely the worst president we've had in my lifetime (GWB being second IMO).

I interpret that clip as Boehner making a really lame joke and trying to get a reaction out of Michelle, and she's rolling her eyes at how stupid his joke was. Nothing more than that.
