Base on the Moon- thoughts on this? (video)

I searched glp's archives and didn't see this one readily posted about; the audio makes it sound like one of Steven Greer's disclosure press conferences, with the affirmation by the narrator at the end that he'd be willing to testify under oath before congress..

The structures have pretty clear resolution, but like anything else could be spliced into the footage etc.

Anyone know any more background on this one?
