To PROVE your point, that is EXACTLY what the Federal Government DID in the late 1960s to get control of the school systems in every town/city in every state. Offer them MONEY for all kinds of 'improvements' until they were like drug addicts ... HOOKED on that extra money in their annual budgets, THEN started with their oversight/regulations/'guidance' till they WERE IN CONTROL, NOT the locals. I lived through it as a teacher from 1965 to 1985.

Wrong title, as the government/town/state already owns what you THINK you own. You 'bought it' but THEY NEVER relinquished CONTROL !
