I'd have to imagine that the type of individuals who are capable of these kinds of heinous acts have no capacity to be influenced by popular or public opinion when it comes to their own sense of morality. They are sociopaths who cannot (by their own doing) feel or demonstrate empathy towards others. So whether their actions outraged 100 people or 100,000 people it is irrelevant to them from a moral standpoint - they have zero concern for the feelings of others, regardless of the circumstances. So in that respect I can't conceive how a lack of attention & reaction to these types of news reports could be viewed in a context of helping to facilitate them. Irrational minds do not adhere to what we understand as rational thought processes and that's often times difficult for us to try and reconcile.
