You don't really think they invented this stuff to catch Tyrone the liquor store robber, or Johnny the car thief?

They shake hands and bow to murders and liars in palaces and temples but because they themselves are murders and liars they fear that what they do to others, others will do to them. They do not fear you or I because we play by the rules but they do not and they know this.

This can't really be used to stop a crime unless the crime is known about in advance.

The question is, who do they want to watch and why?

They put the eye in the sky because they know the crimes they commit and they fear that judgment for their deeds is never far away.
