yes buy one, if its winter and you lose heat and power your pipes will freeze and then you have a major problem

If so, then you could use a solar trickle charged battery to send dc to the tape, or use an inverter to convert to ac and power the heat tape. Otherwise all you can do is keep the water trickin' and insulate the pipes well.
