False flag flu outbreak. Then on Oct 15, 2013 there will be checkpoints, roadblocks, quarantined areas, martial law, etc. Vaccines will be mandatory. If you refuse, then it's off to a concentration camp. If you get the vaccine, it comes with a permanent RFID bracelet that you'll use to verify that you've had the vaccine.
