for women: because it simulates longer, thinner legs and lets us look more beautiful.

but as in ancient china the feet of women were wrapped to get really small feet - and not to be able to "run away" fast, i think high heels are the modern version of this from a men´s view. it makes us woman make smaller, elegant steps and we can´t run away fast wearing them (well, most of us..), leaving us more vulnerable.
