Remember that these cuts are to the 'deployed' number of nuclear warheads.
It doesn't state anything about how many nukes the US would have in its non-deployed arsenal. I think at present, the US has about 5,000 nukes in total that could be used if need be. Another 5,000 are currently being dismantled, plus they have plutonium pits for future use if need be.
The limits seem reasonable to me. The amount of targets in a nuclear war fighting role have diminished hugely. Remember that the large amount of nukes needed in the SIOP in the 1980s had to cover all targets in the Soviet Union - including the 'Stans', Ukraine, Belarus, Georgia, Latvia, Lithuania etc. Plus the Warsaw Pact countries of Eastern Europe. All these aren't even part of the Russian Empire anymore so wouldn't be targeted.
The nuclear weapons depots in Russia have been consolidated from hundreds to about 50 (?). Many silos and bases have been decommissioned so less overall targets.
The US only needs a few hundred weapons for a counterforce strike against Russia due to this. The same amount for China. Any rogue country, like North Korea would need less then a dozen warheads each.
You only need a couple of hundred of warheads to hit most of Russia's main cities. Same for China.
1,000 warheads would be enough in my opinion, unless the Russians really can find a way to make a dependable anti-ballistic weapons system.
