I used to live in one of those new towns. It was wonderful; the police did a great job of keeping the thugs within the 465 loop, and the outlying places clean and clear.

It was safe, quiet, clean, and peaceful, 24 hours a day.

I don't think the 5 seconds thing is true at all unless there would be an unknown health related issue? I recall in the class that they said a charge could be administered even up to something like 30 seconds I believe and unit's effects remain non lethal at all times. They gave them a look back in 94 where I was working but declined to buy any. I know they are popular but seems like a hassle to me.
