With RFID you could still buy from a friend but with a visible mark no one will risk getting caught selling to you or buying from you. What if everyone had to have one? Then all debts would be public knowledge. Is it too much of a stretch to do? Right now world governments are cracking down trying to keep tabs on everyone. It would be cheaper in the long run than using Drones and cameras with people watching.
