Sigh, this does tie in to education. Home Economics courses would have provided the woman with basic skill sets. She would have learned how to prepare a cake from flour, sugar, butter, eggs at least.

The saddest thing is, many people on welfare are not "stupid". They know exactly what they are doing and glorify themselves as deserving, castigating & denigrating the people who support them.
