I work in a gamma-ray spectroscopy lab, and I measure gamma-rays all day. I can tell you that at least on the surface of the planet, I have not noticed any significant changes in the background gamma-rays, cosmic or terrestrial, in the past three years. I use extremely sensitive equipment and even a small change in background gammas would change my data significantly so I feel confident in making this statement.

This is a video filmed on late 2008 and the guy shows 15 as max value on max altitude in about 10.000 meters.

Ryanair Flight to Majorca from the U.K. reveals increased risk of Gamma Cosmic radiation, using a scintillating GammaRae Pager detector during a routine flight.
Normal Background Radiation at Ground Level is 3 counts per second, increasing as the aircraft climbs to 15 counts per second with peaks measured at 17 counts per second.

While this poses little if any problems to a passenger going on holiday two or three times a year, it inevitably increases the risk of cancer to those working on regular flights.

I measure Co-60 gammas @ 1173.2 KeV and 1332.5 KeV, via HPGe semiconductor type detectors, and have never seen a burst of noise or excess radiation in these energy levels.

Sorry but I'm not going to give out my name or information like that here, for what its worth, I work in a university nuclear physics lab in the north east.

This below is a 2003 report.

'During the middle portion of the plane's journey, while the aircraft flew between Utah and Ohio at a cruising altitude of about 11,300 meters, onboard instruments measured radiation doses normal for that latitude and altitude, about 3 microsieverts ([mu]Sv) per hour.

Just as the aircraft began a climb to 11,900 m, however, a barrage of charged particles emitted by an X-10 solar flare earlier that day was arriving at Earth.

Radiation doses during the final hour of the Oct. 29 flight peaked at 4.65 [mu]Sv/hr, Getley says. Even so, total radiation exposure for passengers on the flight added up to only 12 [mu]Sv--about one-quarter of what patients typically receive during a chest X ray.'
