He is going to rise to power from the US. He will take over as president of the world via Europe. Europe Union will decide to hold an election for a new president of Europe. The US president will be nominated for the position and will win the election by an overwhelming majority. He will accept this new role and will not step down from his current role as US President. He will invoke martial law to control his non-supporters. His supporters will rejoice at the new laws as they will align with their skewed/manipulated/indoctrinated perspectives.
